A third level punishment can be enforced when you totally screw up and broke the rules three times, example:

You stole 5 stacks of apples from the store and didn't confess and wanted to go to court and falsely accused an AT member, that's 1x theft + 2x lying, so you have a court sentence and a punishment according to the rules, or a ban, which you can get rid of with this purchase
